Key Achievements
Recommendation 48 was completed in this quarter. This means 21 of the original 48 for which Police are responsible have yet to be completed.
Recommendation 48
"The early warning system should ensure that all relevant information, sufficient to give a complete picture of an officer's full record of service, is captured in a single database, and is accessible to police managers and supervisors when making appointments and monitoring performance, as well as to complaint investigators when appropriate."
In July 2009, a standalone database, IAPro, was introduced to capture and manage complaints against police and to collect data as the basis for the Early Intervention solution.
In addition an indicator has now been linked to employee records on the PeopleSoft Time and Labour database, managed by HR, to indicate the existence of a complaint history. This will be visible to selected managers for reference when making appointments, monitoring performance, and conducting investigations.
Recommendation 46
"New Zealand Police should ensure that the establishment of ethics committees is mandatory for all police districts. There should be a national set of guidelines to guide police districts on the purpose, operation, and membership of their ethics committees."
Ethics Committees have been established throughout the country and are meeting regularly to focus on issues identified locally or on topics suggested by Professional Standards at Police National Headquarters (PNHQ). Minutes are kept from each meeting to allow oversight by HR at PNHQ to ensure compliance with the guidelines.
