Operation City, the Police investigation into intruder sexual offences which occurred in Palmerston North between January 2013 and January 2015, has been brought to a conclusion today in the Palmerston North High Court.

Mr Francis Keefe, 34 of Palmerston North had earlier pleaded guilty to 24 charges involving Rape, Attempted Rape, Unlawful Sexual Connection, Indecent Assaults and Burglary.

Mr Keefe was sentenced in the Palmerston North High Court today to preventive detention with a minimum non parole period of eight years

Detective Sergeant Johnny Oram of the Palmerston North Criminal Investigation Branch, who ran the investigation into the series of attacks, says “The result will hopefully have some closure for the victims involved.

A number of Mr Keefe’s victims were present at the sentencing and I want to acknowledge the strength they have shown throughout this process.”

Mr Oram went on to say, “A thorough investigation by a dedicated team of officers meant the extent of Mr Keefe’s offending was able to be pieced together.  The assistance Police received from the community during this time was greatly appreciated.”
