Proactive release of the TNOC Strategy year two implementation report

In November 2019, Cabinet approved the Transnational Organised Crime Strategy 2020-2025 (the Strategy). The Strategy provides a framework for a more coordinated, whole-of-system response to TNOC, with the vision of making New Zealand the hardest place in the world for organised criminal groups and networks to do business.

The Strategy is delivered through an annual action plan and spans 2020 to 2025. The annual action plans include a suite of cross-agency activities to guide implementation of the Strategy. In March 2021, Government approved the Year Two Action Plan for 2021 - 2022 (attachment A).

The papers for proactive release are the report back to Cabinet External Relations and Security Committee on implementation of the Strategy in its second year.

  1. Note an addendum to paragraph 37.1: Further investigation work carried out through Operation SELENA indicates that this criminal syndicate is believed to have been successful with two methamphetamine imports into New Zealand, of around 100kg each.
  2. Note an update to Appendix A – TNOC Strategy Overview: Parts of this document have been updated: inclusion of extra partner strategies; update to definition – Types of TNOC; minor clarification editing – Harm caused by TNOC.

Key sections of the Official Information Act under which information has been withheld

Certain information in the documents has been withheld under one or more of the following sections of the Official Information Act 1982:

  • Information is withheld under section 6(a) of the OIA as release of the information would likely prejudice security or defence of New Zealand.
  • Information is withheld under section 6(c) of the OIA as release of the information would likely prejudice the maintenance of law.
  • Information is withheld under section s9(2)(a) of the OIA as the withholding of the information is necessary to protect the privacy of natural persons, including that of deceased natural persons.
  • Information is withheld under section s9(2)(g)(i) of the OIA as the withholding of the information is necessary to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to Ministers of the Crown or members of an organisation or officers and employees of any public service agency or organisation in the course of their duty.
  • Information is withheld under section 9(2)(f)(iv) of the OIA as the withholding of the information is necessary to maintain the constitutional conventions for the time being which protect the confidentiality of advice tendered by Ministers of the Crown and officials.
