In keeping with the Open Government Partnership National Action Plan 2016-2018, and as Administrator of the Arms Act 1983, Police is releasing its responses to some recent Official Information Act requests, where it is considered they contain data and information that has wider public interest.

  1. any documentation Police have outlined for the future of firearm regulations planned for firearm license holders, specifically A endorsement.
  2. Further to this, I would also like the documents Police currently have which define what features a firearm must have in order to be considered an 'Assault Rifle', as Police website has a form (https://forms.police.govt.nz/firearms/visitors-application) which portrays an MSSA to be also considered an Assault Rifle (Under the "Firearm types you are permitted to possess in your home country" section). What is commonly referred to as an Assault Rifle would require it to have selective fire rates (Semi, Burst, Auto), so this is very confusing why the association is being made between MSSA and "Assault Rifle".

  1. I would like to know how many shootings police have dealt with over the past 10 years (from January 1, 2008). I want to know the rate of shootings (based on crime rate per 100,000 people).
  2. I would like to know the number of injuries, and the number of deaths, from these incidents. I would also like to know the location of the shootings.
  • I want these figures broken down by month throughout that time period.

In 2018, I received an OIA showing gun offence data for 10 years, to the end of 2017.

I’d like to get an update on that data, from the beginning of 2018 until now.

Could I get the following, broken down by region and month, between January 2018 and January 2020.

  • Occurrences with firearms-related offences
  • Occurrences with firearms-related offences per 100,000 estimated residents
  • Occurrences with firearms-related offences where an injury was recorded
  • Occurrences with firearms-related offences and murder or manslaughter with a firearm

  1. How many inspections per Police region have taken place of firearm storage arrangements for licence holders with B, C, E or F endorsements (ie pistols, MSSAs and restricted weapons) in the last ten years?
  2. Whether, in the last five years, Police storage inspections for any firearm licence category (ie without endorsements), have revealed that firearms are being stored in a "survival type” bunkers, panic rooms, or other facilities which are clearly designed to house people and supplies during emergencies?
  3. Whether, even if these facilities meet the storage regulations, the Police would consider the storage of firearms in survival bunkers or panic rooms appropriate, given that “self-defense” [sic] is not considered a legitimate reason to own a firearm in New Zealand?
  4. Whether the Police consider whether a firearm’s licence holder or applicant has a survival bunker, panic room or similar facility on their property where the guns are normally stored indicates they intend to use a firearm for the purposes of self-defense [sic]?
  5. Whether in the last ten years, any licence application has been denied, or licence has been revoked on the grounds that the Police believed the individual was intending to possess firearms for the purposes of self-defence?
  6. Whether, as indicated in the reporting, it concerns the Police that these facilities might be being built in secret, and therefore could be used to store unlicensed firearms, or other restricted items such as explosives in a way which cannot be inspected.
  7. Do Police, or emergency services in general, need to be made aware of any form of bunker or emergency shelters installed on a property?
